clearly obtaining a qualification in

order to enable him to obtain other

employment when he leaves the Service

(and such cases are extremely rare)

it may be generally considered that

the grant of study leave is, in fact,

to the Government's advantage. If,

for example, an officer takes a course

of study which advances his chance of

promotion, it must also be remembered

that the Government, on the other hand,

is likely to obtain an officer better

qualified to fill the post.

3. As a definite ruling is now in

force as to the scope of the agreement

to be signed (see Sir Cecil Clementi's

despatch of 5th April 1929) it would

appear more satisfactory to incorporate

such conditions in the regulations

rather than to leave them indefinite.

& travelling Expenses, Fees for example, are now regarded as

not

a repayable advance and both 143 and

143 would require amendment in this

respect.
